Celina Romero

Celina Romero, a name partner in the Austin, Texas law firm of Duggins Wren Mann & Romero, LLP, led firm’s Environmental and Climate Law practice group until January of 2020 when she became Senior Counsel. She has currently cutback her practice of law but remains involved in performing environmental due diligence for renewable energy projects, such as, solar and wind energy projects being developed throughout Texas, the representation of the Uvalde County Underground Water Conservation District, and other projects that come up from time to time. She has extensive experience in environmental permitting, enforcement actions, TERP projects, and participating in rulemaking proceedings before the Texas Commission on Environmental Quality (“TCEQ”) and the U.S. Environmental Protection Agency (“EPA”).

A significant amount of her practice has included performing regulatory and legislative advocacy for the Texas Pipeline Association whose members consist of the midstream oil and gas industry. In addition, her practice has included the performance of environmental due diligence in support of mergers or acquisitions, challenges to landfill expansions, the representation of groundwater conservation districts, and landowner groundwater leases. She is certified as a Specialist in Administrative Law by Texas Board of Legal Specialization.
